Oscar Mersán De Gásperi

I am Oscar Mersán De Gásperi, a lawyer and entrepreneur specialized in the development of investment projects and corporate assistance.

I took part in programs run by Brazil's Fundação Dom Cabral and, seeing the need of both local and foreign companies for a centralized advisory service to get the most out of their investments, I created M360 in 2017.

Today we are a team of more than 20 professionals from several fields, with the mission of bringing together in one place every service an investor needs to make their project a reality and keep their company running in Paraguay.

Oscar Mersán De Gásperi

Lawyer and notary with honours, National University of Asunción.
Specialised in taxation (Paraguayan Centre for Tax Studies); postgraduate degree in university teaching and diploma in arbitration and mediation.
Professor of Tax Law and Sports Law at the UNA School of Law.
Director of the Paraguayan Chamber of Maquila Companies (CEMAP) and of the Paraguay-Chile Chamber of Commerce.
Vice-President (2021-2025) and current director of the Paraguay-Brazil Chamber of Commerce.

Nadia Melgarejo de Casagrande

Degree in Foreign Trade (Universidade Cidade de São Paulo) and MBA in International Negotiation (Universidade Paulista).
Business internationalisation courses at Fundação Getulio Vargas (FGV).
Career at Paraguay's Ministry of Foreign Affairs, promoting foreign trade and investment.
Headed the Economic and Trade Section of the Consulate General of Paraguay in São Paulo.

Laura Talavera

Law degree from the National University of Asunción (2015) with academic honours; practising law since 2011.
Corporate legal counsel: commercial contracts and agreements, labour law, legal opinions and corporate due diligence.
Specialisations in Latin American International Taxation and Compliance (FOTRIEM) and in Contract Law (CEDEP).
Guest columnist for the newspaper 5Días, Business section, since 2025.

Our history

A global investment services company, founded in 2017

M360 was created to bring together in one place everything an investor needs to set up and operate in Paraguay. Since then we have supported local and foreign companies at every stage of their projects, with our own team of professionals in law, accounting, foreign trade, human resources and administration.
